To answer your first question, quests are awarded by Admins, sometimes we will grant them if asked, to go about getting one you have to be an active member of the community and be a member for at least a month. When you finally do apply for a quest we ask you include details such as a prophecy and what your quest would include.
As to your second question dreams from Gods can happen anytime at your own leisure. However if you want said dream to impact the overall forum or roleplay the God/dess in anyway then we ask you get permission from one of us. Hope that helps (:
